Executive Summary
1. This report seeks the Committee’s consideration for a “Works Zone” to be installed adjacent to No. 50 Kingsway, Kingsgrove.
Background
2. The builder for a Council approved development involving the construction of a two storey attached dual occupancy with swimming pool and fencing to each dwelling at 50 Kingsway, Kingsgrove has requested the installation of a “Works Zone” adjacent to the site to provide an area where mobile concrete pumps and vehicles associated with the construction can park.
3. Currently there is unrestricted parking on the northern side of Kingsway adjacent to the site.
Proposal
4. Upon investigation of this request, it is proposed to install a 15m “Works Zone, 7am-5pm, Mon-Sat” adjacent to 50 Kingsway, for a period of 5 weeks. This would provide an area where the vehicles involved in the construction of the new residential dwelling can park in close proximity to the worksite.

Executive Summary
1. This report seeks the Committee’s consideration for the proposed installation of an 87m “No Stopping” zone on the northern side and a 72m “No Stopping” zone on the southern side of Blakesley Road, Carlton.
Background
2. A request was received by Council from a resident to investigate the parking conditions of Blakesley Road, Carlton in particular highlighting vehicles parking between Noble Street and Woids Avenue further narrowing the carriageway. The width of Blakesley Road in this section is 7.2m between kerbs.
Proposal
3. Following investigations by Council officers, it was found that vehicles were parking between the dividing barrier line and the statutory “No Stopping” zone. Due to the narrow carriageway, vehicles were having difficulty passing in this section of road. It is proposed to install an 87m “No Stopping” zone on the northern side and a 72m “No Stopping” zone on the southern side of Blakesley Road, between Woids Avenue and Noble Street. This would improve safety for all road users navigating this section of road.
Financial Implications
4. Within budget allocation – RMS Traffic Facility Grant – approximately $550.
Community Engagement
5. Community engagement was conducted including: A letter box drop to the affected residents along Blakesley Road on the proposal to install a “No Stopping” zone in this location. The closing date for submission was 16th February 2018. While no objections were received, a local resident is in strong support of the proposal.

Background
2. A request was received by Council from a local resident to consider implementing signage to prevent vehicles obstructing the driveways adjacent to number Woids Avenue, Hurstville.
Proposal
3. Following investigations by Council officers, it was found that vehicles were obstructing the driveways adjacent to 6-8 Woids Avenue, Hurstville. It is proposed to install a “No Parking” zone to indicate that vehicles cannot park in this location and improve vehicle access to the property.

1. This report seeks the Committee’s consideration for the proposed line markings and associated signage on Riverview Avenue, Connells Point.
Background
2. A request was received by Council from a local resident to consider implementing measures to prevent vehicles making a U-Turn at the intersection of Riverview Avenue and Terry Street, Connells Point.
Proposal
3. Following investigations by Council officers, it was found that vehicles were utilising the intersection of Riverview Avenue and Terry Street to make a U-turn coming eastbound from Terry Street, in particular, during school times. It is proposed to install line marking at the subject intersection to prevent vehicles making this movement and increase safety for all road users in this area.

Executive Summary
1. This report seeks the Committee’s approval to close MacMahon Street between Dora Street and Council’s carpark, Hurstville from 2pm to 11pm Friday 23rd of March 2018 to facilitate Council’s Night Markets event.
Background
2. Local Traffic Services Pty Ltd on behalf of Council’s Events section has recently logged the “Traffic Management Plan, Road Closure” for approval.
3. The purpose of the Traffic Management Plan is to provide an operational overview of the traffic and transport management systems and processes required to be implemented for the Night Markets event held between 2pm and 11pm on Friday 23rd March 2018.
4. The operational traffic and transport management systems that are required, but are not limited to:
· Road Closures;
· Car Parking and Access;
· Traffic Equipment Schedule; and
· Key Contacts
Comments
5. Appropriate planning and consultation processes have been undertaken with key stakeholders and the attached “Traffic Management Plan, Road Closure” is an accurate reflection of the planning and operational deliverables agreed to by all stakeholders. As a result the Traffic Management Plan is recommended for approval.

6. No budget impact for this report. Costs to be allocated from Council’s Events Budget.
Community Engagement
7. Notification letters will be distributed to the affected residents and businesses in MacMahon Street advising of the road closures for the Night Markets event.

Executive Summary
1. This report seeks the Committee’s consideration for the proposed line marking in Victoria Avenue, Penshurst.
Background
2. Council has received a request from a local resident to investigate the traffic issues in Victoria Avenue between Ocean Street and Penshurst Road.
3. As the driveways located on the southern side of Victoria Avenue are on a down grade from the kerb, residents are having difficulty exiting their properties due to the restricted sight distance along the street and there have been some near misses with moving vehicles.
4. The width of the road has been measured at 12.4 metres between kerbs and there is no existing line marking along this section of road.
5. In March 2016 Council organised the installation of a traffic counter in Victoria Avenue midway between Ocean Street and Penshurst Street. The daily traffic volume was measured at 4,243 vehicles and the 85th percentile speed was calculated at 56km/h.
Proposal
6. Council is proposing to paint an edge line on the northern and southern side of Victoria Avenue and also a dividing barrier line to improve the travel paths of vehicles. This is a cost effective method and would not result in the loss of any parking spaces.
7. The submitted design has a parking lane width of 2.7m and complies with Section 2.2.2 of “Australian Standards 2890.5 – 1993 On – Street Parking” that requires an edge line to be at least 2.1m from the kerb line. The design also complies with the Roads and Maritime Services (RMS) “Road Design Guide” that a minimum travel lane width of 3m be provided.
8. It is also proposed to paint a Give Way line and dividing barrier line at the intersection of Victoria Avenue and Ocean Street to improve the turning movements in this location.

Executive Summary
1. This report seeks the Committee’s consideration of the parking changes in Dame Mary Gilmore Road, Oatley.
Background
2. In March 2013 the Traffic Committee considered a representation from the Principal of Oatley West Public School on behalf of the school community requesting Council to consider possibility of providing an angle parking area on both sides of Dame Mary Gilmore Road, between Park Road and Oatley Park Avenue, Oatley.
3. The School Principal advised council that the demand for on street parking in the vicinity of the school during peak school hours and over the weekend are very high due to the parents dropping off and picking up their children from school as well as users of Oatley Park.
4. Dame Mary Gilmore Road has a 19.5m wide road reserve (boundary to boundary) with a 7m wide carriageway. The eastern side of the street has kerb and guttering with approximately 9m wide road reserve adjoining the School. The western side of the street is not clearly defined as there is no kerb & guttering; the road reserve on this side is approximately 3.5m with no proper landscaping.
5. A concept plan was presented to the Traffic Committee in March 2013 for 90 degree angle parking on the eastern side of Dame Mary Gilmore Road, adjacent to the school. A recently completed detailed survey of the area indicated that the 90 degree parking was not feasible due to the significant cross fall and number of trees that would have been required to be removed to accommodate the parking spaces.
6. Funding for the project has previously not been available, however the works have been included in the 2017/18 capital works budget and can be completed before June 2018.
Proposal
7. Following a detailed survey of this area, Council is proposing the construction of eleven (11) parallel parking spaces on both the eastern and western side of Dame Mary Gilmore Road, between Oatley Park Avenue and Park Avenue. A footpath adjacent to the spaces is also proposed on both sides to improve the safety for people accessing the school and Oatley Park.
8. The proposed pedestrian refuge in Dame Mary Gilmore Road at the intersection with Oatley Park Avenue would improve the safety for people crossing the road and also improve turning movements at this location.
9. There are a number of trees that are required to be removed as part of this proposal, however Council’s Tree Officers have inspected the location and have deemed that these are not significant and the larger trees have been retained based on the parallel parking design.
Financial Implications
10. Within budget allocation – Funding to be allocated from Council’s 2017/18 Capital Works Budget – approximately $150,000.

(b) That approval be granted to temporarily close streets on the Greek Orthodox Easter procession route at 8:30pm on Friday, 6 April 2018, in accordance with the details outlined in paragraph 5 of this report, and as shown on the Procession Route Plan attached to the report. (c) That the residents and businesses in Belgrave Street be advised of the closures. |
Executive Summary
1. This report seeks the Committee’s consideration of the temporary part road closure of Belgrave Street, Kogarah and adjacent streets.
Background
2. A request has been received from the Greek Orthodox Church in Belgrave Street, Kogarah to temporarily close Belgrave Street and adjacent streets on Friday, 6 April 2018 and Saturday, 7 April 2018 to conduct the Greek Orthodox Easter celebrations.
3. This event has been occurring in Belgrave Street for the past 38 years and assistance has been provided by St George Police Local Area Command and State Emergency Services in temporarily closing the affected streets along the procession route.
Proposal
4. It is proposed that Belgrave Street, between Post Office Lane and Kensington Street, be closed to vehicular traffic from 6pm to 11pm on Friday, 6 April 2018 and from 10pm Saturday, 7 April 2018 to 1:30am Sunday, 8 April 2018, to allow the safe movement of people attending the Greek Orthodox Easter celebrations.
5. At approximately 8:45pm on Friday, 6 April 2018, a procession is proposed to commence at the Greek Orthodox Church in Belgrave Street, turning left into Kensington Street, left into Montgomery Street, left into Railway Parade and then back into Belgrave Street. The estimated duration of the procession along this route is forty minutes.
6. In previous years, Council has supplied the barricades and road closure signage for the event and the St George Police Local Area Command and State Emergency Services has assisted in blocking the intersections during the procession.
7. The event would be classified as a Class 3 Event according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan would not be required to be submitted to the Roads and Maritime Services (RMS) for approval prior to the event.
8. Residents and businesses in Belgrave Street will be advised by letterbox drop of the road closure prior to the event. The bus companies servicing the Kogarah CBD will also be notified prior to the closures occurring.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed line marking in Edgbaston Road, Beverly Hills.
Background
2. Council has received a request from a local resident to investigate the traffic issues in Edgbaston Road, Beverley Hills, specifically between Melvin Street and King Georges Road.
3. The width of the road has been measured at 12.4 metres between kerbs and there is no existing line marking along this section of road.
4. Due to the lack of delineation line marking, vehicles have been observed to travel on the incorrect side of the road when heading towards King Georges Road, creating a hazard for road users.
Proposal
5. Council is proposing the installation of a dividing barrier line in Edgbaston Road between Melvin Street and King Georges Road to improve the travel path of vehicles. The line is proposed to be 6.2m from the face of the kerb and the lane width complies with the Roads and Maritime Services (RMS) “Road Design Guide”.
6. It is also proposed to paint a Give Way line and dividing barrier line at the intersection of Hampden Street and Edgbaston Road to improve the turning movements in this location.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed installation of a “Bus Zone” in Park Road, Carlton.
Background
2. Council has received a request from a local resident to investigate the existing Bus Stop located on the western side of Park Road near Waterview Street.
3. Council has conducted an investigation and observed vehicles are parking within the designated distance for the Bus Stop and this has resulted in buses being unable to safely stop parallel to the kerb, causing a dangerous situation for drivers and bus commuters.
Proposal
4. As a result of this investigation, it is proposed to remove the existing concrete island in Park Road, north of Waterview Street and install a 20m “Bus Zone” to prevent cars parking in this area and improve safety for the bus stop.
5. Residents in the vicinity have been notified by letter of the proposed installation of the “Bus Zone”. The closing date for submissions was 20 February 2018. Council received one phone call in support of the proposal and no objections.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed traffic changes around Oatley Public School.
Background
2. Council has received a request from Councillor Sandy Grekas to investigate the traffic concerns near Oatley Public School.
3. A site meeting with Council staff and representatives from Oatley Public School was conducted in December 2017 to discuss the traffic, parking and safety issues near the school.
4. The school requested the following to be investigated:
a. New pedestrian crossing in Letitia Street;
b. A “No Parking” zone to be installed in Letitia Street;
c. The “No Parking” zone in Neville Street to be extended; and
d. The removal of the “Bus Zone” in Oatley Avenue.

Letitia Street
5. These requests are still being investigated and will be reported to a future Traffic Committee meeting.
Neville Street
6. The existing “No Parking” zone in Neville Street only provides a short area for parents to utilise and it was requested that this zone be extended approximately 5m towards the roundabout at Letitia Street to provide additional space in the street.
Oatley Avenue
7. Council has been advised that the existing “Bus Zone” on the eastern side of Oatley Avenue is no longer in use and it has been requested that this area be converted to a “No Parking” zone that would allow parents to drop off and pick up and utilise the area of the street more efficiently.
Proposal
8. The extension of the “No Parking” zone in Neville Street, west of Letitia Street, would provide additional area in the street for parents during the morning and afternoon school peak periods.
9. The redundant 23m “Bus Zone” on the eastern side of Oatley Avenue, south of Neville Street, can be converted to a “No Parking” zone that could be utilised by drivers throughout the day.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed traffic changes in Greenbank Street, Hurstville.
Background
2. Georges River Council has entered into a Planning Agreement in connection with the Development Application for No’s 12 – 22 Woniora Road, Hurstville.
3. The proposal involves the construction of a mixed use development comprising two buildings of 16 and 11 stories containing a community space, two commercial tenancies and 369 residential units over a six level basement carpark which incorporates 79 public car spaces.
4. The former Kogarah City Council accepted the offer to enter into the Planning Agreement on 23 February 2015. The DA was approved as a Deferred Commencement by the Sydney East Region Joint Regional Planning Panel (JRPP) on 10 May 2016 with conditions of consent relating to the individual components of the Planning Agreement.
5. This agreement will provide Council with:
· a monetary contribution of $12,500/residential unit approved in the development consent;
· the dedication of a strip of land, with an area of approximately 223m2, along the site’s Greenbank Street frontage to the Planning Authority, free of cost, for road widening purposes;
· the construction of the road widening in Greenbank Street at no cost to the Planning Authority; and
· the transfer of an area of 200sqm of commercial space on the first floor (upper podium) with frontage to Greenbank Street for a community facility, to the Planning Authority in fee simple
· the transfer of the stratum lot containing the 79 public car parking spaces on the Upper Ground, to the Planning Authority in fee simple.
6. Condition Number 58 of the Development Consent for the site in relation to the works in Greenbank Street states:
“The applicant is responsible for the construction of all civil works in Greenbank Street and Woniora Road in accordance with the plans to be approved by Council. This includes those works specified in the Voluntary Planning Agreement adopted by Council on 14/12/2015. Prior to commencement of these works the applicant is to obtain written approval from Council’s Asset Planning & Services and is responsible for ensuring that all conditions specified in the approval are met.”
7. Condition Number 59 of the Development Consent for the site in relation to the works in Greenbank Street states:
“With regard to the civil works to be carried out on the road and footway in Greenbank Street and Woniora Road written approval is to be obtained by the applicant by all relevant Service Authorities (Telstra etc) and forwarded to Council for any required relocation or modification to service authority assets. All costs associated with these works shall be borne by the applicant.”
8. As a result of Condition Number 58, the developer is requesting approval for the civil works in Greenbank Street in accordance with plans submitted to Council and attached to the report. The detailed plans with the proposed signage and line marking will be submitted to the RMS for final approval prior to construction.
9. St George Police requested 45 degree angle parking adjacent their offices on the southern side of Greenbank Street to increase their parking allocation on the street. In order to maintain two-way traffic flow in the street whilst providing 45 degree angle parking, in accordance with the requirements of “AS/NZS 2890.5:1993 – On-Street Car Parking, Section 2.4.(b) and Figure 2.3”, the width of the road between the existing face of kerb on the southern side of the street and the new face of kerb on the northern side of the street adjacent the new development shall be 13.7 metres (10.2m to the centreline + 3.5m travel lane). Currently, the width of Greenbank Street between the face of kerbs is approximately 10.9m. Therefore the road is proposed to be widened 2.8m to facilitate two-way traffic movement and 45 degree angle Police parking. The plans submitted to Council shall indicate the dimensions required by “AS/NZS 2890.5:1993 – On-Street Car Parking.”

Background
2. Council has received a request from the Sergeant of Traffic Services at St George Police Local Area Command to investigate the existing signage in both Ormonde Parade and Greenbank Street adjacent to their building.
3. The current signage in Ormonde Parade states “No Parking, Hurstville LAC Police Vehicles Excepted” and due to the areas close proximity to Hurstville Train Station, drivers have been waiting for their passengers in this zone and preventing the Police vehicles from parking near their buildings entrance.
4. The existing wording on the signage is also not current due to Hurstville Local Area Command (LAC) being reclassified as St George Police Area Command (PAC).
Proposal
5. The conversion of the “No Parking, Hurstville LAC Police Vehicles Excepted” zone in Ormonde Parade, to “No Stopping, St George PAC Vehicles Excepted” would prevent other drivers using this area and provide parking specific for St George PAC vehicles adjacent to their building.
6. The existing signage in Greenbank Street states “No Parking, Police Vehicles Excepted” and Council has been requested to also convert this area to “No Stopping, St George PAC Vehicles Excepted”.

2. The Australian Legion of Ex-Servicemen & Women NSW Branch, Riverwood Sub-Branch will be holding its ANZAC Service outside Riverwood Legion & Community Club (Club Rivers) on Littleton Street, Riverwood on Sunday, 22nd April and Wednesday, 25th April 2018.
3. They have requested Council approval to occupy three (3) parking spaces adjacent to Club Rivers on Sunday, 22nd April 2018 from 8am until 10am to conduct a Wreath Laying Ceremony. They have also requested approval to temporarily close Littleton Street, Riverwood between Belmore Road and Erskine Street from 5.00am to 11:30am on Wednesday, 25 April 2018 for the ANZAC Day March and Ceremony.
4. On Tuesday, 25 April, the public and the band will assemble in the car park alongside the Commonwealth Bank at Riverwood at 9am and commence the march at 9:15am. The march will proceed out of the car park turning left into Belmore Road, over the railway bridge then left into Littleton Street to the Memorial outside Club Rivers.

Executive Summary
1. This report seeks the Traffic Advisory Committee’s consideration for changes to side-street parking associated with the proposed clearway on King Georges Road between Stoney Creek Road, Beverly Hills and Princes Highway, Blakehurst.
Background
2. RMS propose to extend the operating hours of the existing clearways along King Georges Road from Stoney Creek Road, Beverly Hills to Princes Highway, Blakehurst for a length of approximately 4.7 kilometres. This would allow travelling vehicles full use of all lanes on the route when near capacity.
3. RMS is introducing new weekend and extended weekday clearways on King Georges Road between Stoney Creek Road, Beverly Hills and Princes Highway, Blakehurst.
4. The corridor was identified in the Sydney Clearways Strategy in December 2013. The strategy aims to help manage congestion across the Sydney road network by introducing new and extended clearways on State roads that play an important role in moving people and goods across Sydney.
5. In addition the Clearways aim to:
· Alleviate congestion through the provision of additional lane availability
· Improve journey times
· Improve safety on the existing road infrastructure.

Executive Summary
1. This report is seeking the Traffic Committee’s approval to install 8m of “No Parking” restriction outside 63 Donald Street, Hurstville.
Background
2. Council received representation from the residents of 63 Donald Street, Hurstville, requesting that Council consider installing a No Parking restriction outside their home at 63 Donald Street, Hurstville.
3. Council was advised that the one of the residents has extreme Cerebral Palsy and requires a lot of equipment to move him in and out of a purpose built disabled maxi-taxi.
4. It was further advised that these Maxi Taxis are in high demand due to their limited numbers and that they must be booked well in advance.
5. Due to the close proximity of Donald Street to Hurstville CBD and Hurstville Private Hospital, on many occasions the Maxi Taxi arrives to not find any parking spaces outside the resident’s premises.
6. It was advised that the Maxi Taxi cannot access the resident’s off street parking due to its size and the need for ample space to be able to safely assist the disabled resident and the associated equipment in and out of the vehicle.
7. 63 Donald Street is a corner block located at the intersection of Binder Street and Donald Street Hurstville.
8. Accordingly it is recommended that the statutory “No Stopping” restriction be installed outside of the resident’s home, followed by an 8m of “No Parking”. These two restrictions would be wholly within the frontage of 63 Donald Street and thus shouldn’t affect any neighbours on-street parking
9. The provision of the 8m No Parking would allow for the space to be kept clear for when the Maxi Taxi arrives for the disabled resident and ensures that he is assisted in and out of the Maxi Taxi in a safe manner.

Executive Summary
This report is seeking the Traffic Committee’s advice in regards to existing 20m No Parking around the cul de sac end of Bayside Drive Lugarno.
Background
1. Council received representation from a resident living at 19 Bayside Drive Lugarno requesting that Council consider installing a “No Parking” restriction at the cul de sac end of Bayside Drive, Lugarno to allow for easier ingress and egress into and out of his property.
2. The resident advised that the off street parking to his property is accessed via a 27m long driveway from the cul de sac end of Bayside Drive, Lugarno.
3. The resident further advised that on many occasions visitors of nearby residents would park around the cul de sac hindering access to his driveway and preventing vehicles and garbage trucks from utilising the turning circle to safely turn around.
4. Accordingly the resident has requested that No Parking be installed around the cul de sac to ameliorate the problem of cars blocking the resident’s entrance to his driveway.
5. The traffic committee after considering the above information, recommended in its April 2017 traffic advisory committee that 20m of No Parking be installed in the cul-de-sac end of Bayside Drive, Lugarno to allow for easier egress out of the vehicular crossing for number 19 Bayside Drive Lugarno and to allow for safe turning of vehicles around the cul-de sac.
6. It is advised that the No Parking was installed only around the circular circumference of the cul-de sac that is meant to be utilised for turning of vehicles. The rest of Bayside Drive has unrestricted parking and all the neighbours have access to off street parking.
7. After the installation of the No Parking, the resident who made representation to Council reported a great improvement in accessing his property, however other neighbours objected to the length of the No Parking, advising that this caused a substantial amount of loss of on street parking.
8. The Neighbours advised that due to the location of their street within the suburb of Lugarno which is limited in access to public transport, many of the residents have more than one vehicle per family and accordingly rely on on-street parking for their extra vehicles that cannot be accommodated off the road.
9. Furthermore the objecting residents advised that the loss of parking has caused much inconvenience to residents to the area as the area is used by
· Council Bushcare Staff
· Council Maintenance Staff
· Tradespeople attending to various properties
· Overflow parking by residents
· Visitors to the area
· Residents and public going on bushwalks along the river path
· Dog walkers.
10. Council’s traffic section consulted with the resident that made the original request for the installation of the No Parking in regards to his view on shortening the No Parking restriction.
The resident wrote back advising the following:
“I would object to this action taking place as the reason for the original request was that the neighbours in my Cul-de-sac were parking their cars along that particular side of the Cul-de-sac making it very difficult for us to reverse / access our drive way………….As we have a long driveway and poor street visibility and constantly reverse out … I feel it would become a major safety issues for cars to be parked along that side. I would be devastated if we were to accidently hit someone’s car or even worse hit someone getting out of their car. At present the location of the sign is working well with plenty of street parking for the resident’s cars and locals who come and visit the reserve.”

2. Council received a request from a resident to investigate the parking conditions on the northern side of Stanley Street. In particular highlighting that vehicle’s often park adjacent to the small sections of kerb, between driveways.
Comments
3. Upon investigation of this request, Council has found that the length of kerb between 7 and 9 Stanley Street is less than 5m in length. Vehicles were also often parking in this location, obstructing access to and from properties. It is therefore proposed to install a 4m “No Parking, Motorcycles Excepted” zone.

Executive Summary
1. This report seeks the Traffic Committee’s consideration to introduce parking restriction around Peakhurst West Public School to accommodate the relocation of Penshurst Public School students while their school is being developed.
Background
2. To meet future demands due to growth in population forecasted in the Hurstville/Penshurst catchment, the Department of Education is proposing to redevelop Penshurst Public School located in Arcadia Street, Penshurst.
3. Upon completion of the main works, Penshurst Public School proposes to accommodate 1,012 students, assisting in alleviating current enrolment pressures within the Hurstville Local Government Area (LGA).
4. Penshurst Public School will contain high quality collaborative learning spaces and associated facilities, creating future focused education through new and sustainable buildings.
5. While Penshurst Public School is being developed, it is proposed to relocate all the enrolled students to Peakhurst West Public School.
6. To ease congestion related to the transportation of extra students to and from Peakhurst West Public School, it is proposed that a shuttle bus service will operate between the Penshurst and Peakhurst West school sites.
7. To cater for the extra buses that will frequent Peakhurst West Pubic School It is proposed to double the length of the existing bus zone on the Peakhurst West Public School side of Belmore Road.
8. The extended bus zone will allow two waiting shuttle buses at one time. The bus zone will be extended on the expense of the existing “kiss and ride” “No Parking” Zone currently existing on the school side.
9. The Traffic Impact Study prepared for the development application identified that the existing kiss and ride zone on the school side of Belmore Road is not being fully utilised.
10. However to compensate for the loss of the “kiss and ride” zone along the western side (school side) of Belmore Road, it is recommended that an additional “kiss and ride” zone, be installed on the eastern side of Belmore Road.
11. Furthermore it is proposed to extend the existing “No Parking, 8.00am-9.30am, 2.30pm-4.00pm, Mon-Fri”, school days along the eastern side (school side) in Ogilvy Street to cover the entire school frontage.
12. Accordingly a summary of the requested changes to parking restrictions associated with the relocation of students to Peakhurst West Public School is as follows

a) Extend the existing “No Parking” Kiss & Ride zone on Ogilvy Street by an extra 60m to the southern boundary of the school.
b) Extend the Bus Zone on the western side (school side) of Belmore Road by an extra 40 meters which is the length of the currently existing “kiss & ride” zone. This will double the length of the bus zone to accommodate two waiting shuttle buses at one time, whereby students will be dropped off at the same side of the school and enter via school gate.
c) Provide temporary “kiss & ride” facilities on the opposite side of Belmore Road. Existing parking control on the opposite side of Belmore Road is unrestricted parking. The proposed temporary kiss and ride zone will be mainly used to accommodate the students that their parents prefer to drop them off to school rather than catch the shuttle bus.
14. As the recommended “kiss and ride” zone in Belmore Road is directly outside residents homes in Belmore Road Peakhurst, the traffic section notified the affected residents advising them of the proposal.
15. Council received three (3) objections to the No Parking, two of the objections were in regards to the intensification of the school, lack of enforcement and parents driver behaviour, however one objection from number 94 Belmore Road Peakhurst advised that he needs the on street parking outside his home as he is a shift worker and needs his work vehicle to be parked on the road as his garage occupies his family car.
16. The proposed parking restriction as notified to the residents on Belmore Road did not extend to the objector’s property, however, keeping in mind the other objections, it is recommended to shorten the proposed kiss and ride zone to 40m so as to minimise the negative effects of on street parking for the residents.
17. Accordingly it is recommended that there be a provision of 40m of “kiss and ride”, “No Parking, 8.00am – 9.30am, 2.30pm-4.00pm, Mon-Fri, outside properties 82-86 Belmore Road Peakhurst to accommodate the parents of Penshurst Public School, dropping off and picking up students.
18. Students being dropped off and picked up along the eastern side of Belmore Road will be able to utilise the wombat crossing located at the intersection of Belmore Road and Park Street to safely cross to the other side of the school. The Pedestrian Crossing is manned by a school supervisor.

Executive Summary
1. This report seeks the Committee’s consideration for the proposed installation of a “No Stopping” zone on the northern side of Webb Street, Riverwood.
Background
2. A request was received by Council from a resident to consider restricting parking along Webb Street, due to the road narrowing west of the intersection with Keppel Avenue.
3. Following investigations by Council officers, it was found that Webb Street narrows to approximately 7.5m wide, west of the intersection with Keppel Avenue. There are currently no parking restrictions on either side of Webb Street, aside from a 10m statutory “No Stopping” zone on the southern side. The area is frequently parked out by commuters due to the close proximity to Riverwood Train Station. Due to the natural curvature of the road it is often difficult to see oncoming traffic on Webb Street, especially when turning left from Keppel Avenue.
4. It is therefore proposed to install a 32m “No Stopping” zone on the northern side of Webb Street. This will prevent vehicles parking in this location and provide a safe location for vehicles travelling along Webb Street to wait for a safe opportunity to pass each other, improving safety in this location.

2. A request was received from a business owner to consider installing more short term parking at the intersection of Ocean Street and Railway Parade, Kogarah. This is to allow for higher parking turnover for customers who visit the businesses in the vicinity.
3. Currently there is a 12m “1/2P, 8:30am – 6pm, Mon-Fri, 8.30am-12.30pm, Sat” zone on the western side of Ocean Street near to the intersection of Railway Parade, Kogarah. There is also a “2P, 8:30am – 6pm, Mon-Fri, 8.30am-12.30pm, Sat” zone along the southern side of Railway Parade between Ocean Street and Bowns Road.
4. Following investigations by Council officers, it was found that this location has a very high demand for parking. There is also no short term parking available in the vicinity. It is proposed to install a 12m “1/4P, 8:30am – 6pm, Mon-Fri, 8.30am-12.30pm, Sat” zone on the western side of Ocean Street near to the intersection of Railway Parade, Kogarah.
5. It is also proposed to install a 12m “1/4P, 8:30am – 6pm, Mon-Fri, 8.30am-12.30pm, Sat” zone on the southern side of Railway Parade, near to the intersection of Ocean Street. This is equivalent to 2 car spaces in each location.

Background
2. A request was received by Council from the Principal of Carinya School, to consider imposing parking restrictions adjacent to the exit driveway from the school, to allow for adequate sight lines and safe exit from the premises that is frequently accessed by special transport vehicles.
3. Following investigations by Council officers, it was found that due to the existing streetscape, the location of parked vehicles and congestion during school pick-up and drop-off times, that Special Transport Vehicles had difficulties safely exiting the property. It is therefore proposed to install a 13m “No Stopping, 8am-9.30am, 2pm-3.30pm, Mon-Fri” zone, to prevent vehicles parking in this location during peak school pick-up and drop-off periods.

Executive Summary
1. This report seeks the Committee’s consideration for the proposed installation of “Give Way” signage and associated line marking at the intersection of Ellen Subway and Railway Parade, Mortdale.
Background
2. A request was received by Council from a local resident to consider changes at the intersection of Ellen Subway and Railway Parade, Mortdale to improve the safety of motorists at this location. Currently Ellen Subway and Railway Parade have a dividing barrier line installed to delineate the enforcement of traffic movement in this location.
3. Following investigations by Council officers, it was found that vehicles were not stopping at an appropriate location when travelling south along Ellen Subway to turn onto Railway Parade. It is therefore proposed to install “Give Way” signage and associated line marking at this intersection. This will delineate a safe stopping location for vehicles and improve turning movements in this location.

Executive Summary
1. This report seeks the Committee’s consideration for a “2 Hour” parking zone to be installed on the northern side of Railway Parade opposite Col Jones Swim School, Hurstville.
Background
2. There is a Council approved development at 524 Railway Parade, Hurstville, involving the demolition of existing dwellings, construction of a residential flat building and a two level car park with one basement carpark level being used in conjunction with the adjoining swim centre and consolidation and stratum subdivision.
3. It has been reported the carpark has been closed for remedial works, which has resulted in a loss of on-site parking available for the Col Jones Swim Centre. Currently there is a 30m “No Parking, 6.30am-9.30am, Mon-Fri” zone on the northern side of Railway Parade, opposite to Col Jones Swim School. It is proposed to install a 30m “2P, 9.30am-6.30pm, Mon-Fri” zone. This will provide on-street parking in the vicinity of the Swim Centre for the duration of the works.
